I want to lighten my jet blue/black hair caramel brown in the top and chocolate brown in the nape. Please help!!!!What is the safest way to lighten permanently dyed black hair?

The safest and least damaging would be to first use a color stripper this will take out as much of the dark colors as possible then your most likely going to have to use bleach in order to get the carmel brown because Your hair is so dark.
