Is your hair naturally black or have you been dying it? If you've been dying it: Bleaching dyed black hair is a /pain/, i'd suggest waiting a long time until it fades as much as you can deal with, or going to a professional. Second, there's no such thing as a permanent color. Even if it says permanent, it'll eventually fade to a less vibrant color. Rainbow colors especially, are never permanent, and even if it says it, it's not.
To do purple or turquoise from a dark hair color, assuming your hair is undyed, you need to bleach your hair. I'd suggest reading up online about this process - learn as much as you possibly can about how to care for your hair. Bleaching is a permanent color removal, once you do it you will only be able to get back to your natural color by dying it to that color. You can also seriously damage your hair beyond repair if you do it improperly. Bleaching consists of mixing a bleach powder with a developer - they range in levels from 10-40, 10 being the weakest and 40 being the strongest. If your hair is naturally dark you might want to use 20 or 30, 40 is very strong, and I'd suggest not using it unless you really have a good grasp on bleaching. After you bleach your hair, DO NOT shampoo it, or condition it. Towel dry it, let it air dry, and then apply the color.
The color itself? There's lots of brands: Special Effects, Manic Panic, Punky, Stargazer, Directions, the list goes on. My preferences are Special Effects and Punky colors, manic panic stays in my hair all of a few washes. I've added some places that sell them, When you apply the hair dye, leave it in for as /long as you can possibly stomach/. I leave it in my hair minimum for 2-3 hours, i've left it in my hair as long as the whole night before. This is about as permanent as you can get. I've used SFX's Virgin Rose and after leaving it in for one night, it literally only started to fade after 1 month.
