You defintly can do it but please be careful. I did it and now my hair is short in the front because my stylist said that it became damaged.

If you are going for a big color change, have a pro do it. You have the risk of having orange streaks if you do it yourself.
I would definitly go to a professional. Dark hair can really be damaged if you want to go blonde. They have to apply toner and do lots of other things that I wouldn't want to mess with myself. Plus you waouldn't want to screw up your hair. Go to a salon.
