Can black hair look good on pale skin?

I dont want black hair, but ive always wondered.. It always looks nice on asains and somtimes they have really pale skin, but on some white people it makes them look like zombies...O_O

coal black hair makes a woman look exceptionally fertile,if you are to pale in color,you can always tan to the shade you look best,thats a big advantage for white skinned people.they have a wide range of possible skin tones,other races don't have that option,long hair is always best for women,not some butched off gay look,by the way can i put you on layaway for about 5 years?
with asians, i suppose it looks alright because its natural. if your really really pale, and you have natural, or died black hair, then it could make you look like a ghost. so i don't think it looks okay, on pale skin.
